I spotted this sign on the apartment building just north of the Petworth Metro on New Hampshire Ave. I can understand Video surveillance but what exactly is the purpose of audio surveillance? Is that an added deterrent?

Maybe a scream "sounds" like a scream, but only "looks" like a yawn?
If people are outside the range of the cameras and start yelling, ect. it can be used to call the police. Or at least that is what I would guess. Most security cameras are stationary.
Can they yell back? I think it would be great if you could bark at the unauthorized stoop squatters. A nice stern, "GET THE F OFF MY PORCH!!!", coming from seemingly no one, would work wonders.
